Programme Gate 3 Authority to Proceed

1.  Owner.

Programme Sponsor.

2.  Purpose

To provide the Programme Sponsor with the Authority to:

 

  1. Run the Programme;
  2. For the Programme Board to approve the components of the Programme Board Baseline as the definitive baseline for the Programme:
    • Approval to Proceed (Gates 1 to 3)
    • Benefit Management Strategy
    • Business Case
    • Communications Strategy
    • Controls Strategy
    • Issue Resolution Strategy
    • Programme Brief
    • Programme Charter
    • Programme Mandate
    • Resource Management Strategy
    • Stakeholder Management Strategy
  3. This is also the opportunity for the Programme Executive to approve the components of the Programme Executive Baseline as their definitive baseline for the Run the Programme stage of the Programme:
    • Communications Plan
    • Programme Benefit Map
    • Programme Benefit Profile
    • Programme Blueprint
    • Programme Controls Definition
    • Programme Plan
    • Programme Portfolio

3.  Authority.

Programme Board.

 

The Programme Executive, who will attend the Gate 3 Review, is the authority for the approval of the Pprogramme Executive Baseline for the Run the Programme Stage.

4.  Programme Stages.

  1. Preceeding Stage; Define the Programme.
  2. Next Stage; Run the Programme

4.  Contents.

  1. Name of the Programme. The Programme needs to have a unique name that will be used in all future references & documentation.
  2. Formal Authority to Proceed with the Run the Programme Stage. This is a statement that the Programme Sponsor has formal Authority to proceed with the Run the Programme stage of the Programme.
  3. Baselines for Define Stage of Programme.
  4.  

    1. Programme Board Baseline. The version & date of the components of the Programme Board Baseline and of this Authority to Proceed (Gate 3) that are the Baseline for the Run Stage of the Programme should be explicitly stated:
      • Approval to Proceed (Gates 1 to 3)
      • Benefit Management Strategy
      • Business Case
      • Communications Strategy
      • Controls Strategy
      • Issue Resolution Strategy
      • Programme Brief
      • Programme Charter
      • Programme Mandate
      • Resource Management Strategy
      • Stakeholder Management Strategy
    2. Programme Executive Baseline. The version & date of the components of the Programme Executive Baseline that are the Baseline for the Run Stage of the Programme should be explicitly stated:

      • Programme Controls Definition

  5. Programme Board. The names of the Programme Board should be defined. There should be a formal signature (electronic or hard copy) for each member of the Programme Governance Personnel attached to the Authority to Proceed (Gate 3).
    • The Programme Sponsor,
    • The Programme Director (if a different person to the Programme Sponsor),
    • The members of the Programme Board, together with their specific areas of interest & expertise should be defined.
  6. Programme Executive. The names of the Programme Executive should be defined:
    • Communications Manager
    • Business Change Manager
    • Design Authority
    • Programme Manager
    • Programme Office Manager
