Programme Gate 2 Authority to Proceed

1.  Owner.

Programme Sponsor.

2.  Purpose

To provide the Programme Sponsor with the Authority to:

 

  1. Start the Programme Definition stage;
  2. To approve the Programme Brief & Programme Charter, together with the Programme Mandate as the definitive baseline for the Programme;
  3. To appoint the Programme Executive team members:
    • Communications Manager
    • Business Change Manager
    • Design Authority
    • Programme Manager
    • Programme Office Manager

3.  Authority.

4.  Programme Stages.

  1. Preceeding Stage; Initiate the Programme.
  2. Next Stage; Define the Programme.

4.  Contents.

  1. Name of the Programme. The Programme needs to have a unique name that will be used in all future references & documentation.
  2. Formal Authority to Proceed with the Define Stage of the Programme. This is a statement that the Programme Sponsor has formal Authority to proceed with the Define stage of the Programme and to appoint the Programme Executive team members.
  3. Baseline for Define Stage of Programme. The version & date of the Programme Mandate, Programme Brief, Programme Charter and of this Authority to Proceed (Gate 2) that are the Baseline for the Define Stage of the Programe should be explicitly stated.
  4. Programme Board. The names of the Programme Board should be defined. There should be a formal signature (electronic or hard copy) for each member of the Programme Governance Personnel attached to the Authority to Proceed (Gate 2).
    • The Programme Sponsor,
    • The Programme Director (if a different person to the Programme Sponsor),
    • The members of the Programme Board, together with their specific areas of interest & expertise should be defined.
  5. Programme Executive. The names of the Programme Executive designate should be defined:
    • Communications Manager
    • Business Change Manager
    • Design Authority
    • Programme Manager
    • Programme Office Manager
